The Cambodian Human Rights Committee (CHRC) and the Siem Reap Provincial Administration collaborated to host a “Workshop on Dissemination of the National Report on the Implementation of the International Covenant on Civil and Political Rights (ICCPR)” at Siem Reap Provincial Hall on Friday, 5 April 2024. The workshop was chaired by His Excellency Ith Rady, CHRC Vice-President, acting on behalf of His Excellency Keo Remy, Senior Minister and CHRC President, and His Excellency Ung Kim Leang, Deputy Governor of Siem Reap province, with the participation of [representatives from] the Provincial Court of First Instance, the Prosecutor and Deputy Prosecutor of the Provincial Court of First Instance, the Provincial Administration, the Provincial Police Commissioner, the Armed Forces, the provincial prisons [officials], district authorities and civil servants from various departments of Siem Reap.

His Excellency Ung Kim Leang, Deputy Governor of Siem Reap province, emphasised that individuals possess the full right to earn a living, receive an education, exercise political rights, and express themselves freely. [He noted that] all human rights and liberties can thrive in a peaceful nation, and thus, it is crucial for everyone to collaborate in preserving peace.

His Excellency Ith Rady stated that the Royal Government, under the leadership of Samdech Akka Moha Sena Padei Techo Hun Sen, former Prime Minister, and of Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, has consistently demonstrated a firm commitment to upholding human rights. He also mentioned that Cambodia has taken the lead in the region in upholding human rights, with the abolition of capital punishment, the adoption of eight out of nine core human rights instruments, and the warm welcome of the United Nations Special Rapporteur on Human Rights and the OHCHR Office in Cambodia.

The objective of today’s workshop is to inform sub-national levels about the Royal Government’s efforts and significant accomplishments in protecting and promoting human rights in Cambodia. Specifically, it aims to enhance sub-national units’ comprehension of the National Report on the ICCPR, along with its concluding observations, and to encourage their involvement in the report’s concluding observations.

Finally, His Excellency Ith Rady expressed his gratitude to the Siem Reap Provincial Administration for arranging the workshop to share the critical national report. Furthermore, he urged all participants to focus on the report and raise queries about it, including those concerning human rights in general.
