Kampong Chhnang province: On the morning of 24 June 2026, HE Keo Remy, Senior Minister, President of the Cambodian Human Rights Committee (CHRC), presided over the opening ceremony of the workshop on “Dissemination of the National Report on the Implementation of the International Covenant on Civil and Political Rights (ICCPR),” organised jointly by the CHRC and the Kampong Chhnang Provincial Administration at the provincial meeting hall. The event was attended by Provincial Council Chairman HE Siv Run, Deputy Governor HE Chea Sokrith, representatives from the Provincial Court of First Instance and its prosecutor, military police, provincial administration, provincial prison, relevant departments and units, district [officials], related institutions, civil society organisations, and the Provincial Union of Youth Federation of Cambodia, totaling 300 participants.

HE [Keo Remy,] Senior Minister, stated that the workshop aims to promote participation in meeting Cambodia’s obligations under international human rights law as a state party, by broadly disseminating information and raising awareness across national and sub national levels in line with the rule of law and the principle of non discrimination. Under the leadership of Samdech Techo and continued by Samdech Thipadei, Cambodia has steadily advanced the promotion and protection of human rights, including civil and political rights. [He emphasised that] non discrimination is upheld through a policy of leaving no citizen behind, which explicitly includes protecting the rights of LGBT people and eliminating discrimination against them. [He added that] civil rights and political space in Cambodia are wide-ranging: the country is known as a supportive environment for associations, NGOs, civil society groups, and unions; media and social media are active and operate freely; and every citizen has the right to participate in political life and freely choose their political party. Numerous parties are registered and may compete in elections and carry out political activities in accordance with the law without undue restrictions.

HE [Keo Remy,] Senior Minister, also he highlighted that on the border dispute with Thailand, the CHRC has worked closely with the Royal Government to defend territorial integrity and citizens, filing 60 complaints with ASEAN bodies and other international mechanisms. Following the direction from Samdech Thipadei the Prime Minister, the CHRC led an inter agency delegation to present Cambodia’s case and protest alleged Thai violations of Cambodian rights and freedoms at the Human Rights Council in Geneva in March 2026. The CHRC has also made ten visits to heroic soldiers and refugees, urging citizens to remain united and trust the government’s efforts to resolve the issue.

At the same time, HE [Keo Remy,] Senior Minister, commended the capable and wise leadership of Kampong Chhnang’s provincial officials for their efforts in developing the province’s economic potential. Their work in attracting factories and enterprises, [and businesses has] boosted employment by over 100,000 workers, significantly improving livelihoods and advancing the economic rights of people across the province.

HE [Keo Remy,] Senior Minister, also urged provincial civil servants to join with the public by delivering services with honesty, transparency, and fairness to ensure equal access, to apply human rights laws correctly in line with national legislation and Khmer social norms, and to remember that solidarity and unity empower us to overcome obstacles while peace underpins human rights.
Finally, HE [Keo Remy,] Senior Minister, expressed gratitude to the provincial administration for helping distribute the ICCPR report, noting their commitment to meeting international human rights obligations and working with the government to implement recommendations at national and sub-national levels. [He said this cooperation] enhances the country’s standing regionally and internationally and benefits the broader Cambodian population.
