Tbong Khmum province: HE Keo Remy, Senior Minister, President of the Cambodian Human Rights Committee (CHRC), chaired the opening ceremony of the Dissemination Workshop on National Report on the Implementation of the International Covenant on Civil and Political Rights in Tbong Khmum province on Monday morning, 26 May 2025, in its provincial hall, with a total of approximately 300 participants, including HE Pen Kosal, Governor of Tbong Khmum province, as well as Excellencies, ladies and gentlemen, representatives of the units around Tbong Khmum province. The workshop was organised by the CHRC in collaboration with the Tbong Khmum provincial administration.
He stated that this workshop was organized with the aim of (1) showcasing the efforts and major achievements of the Royal Government in protecting and promoting human rights in Cambodia; (2) demonstrate regular implementation of the Royal Government’s international obligations as a member state of the United Nations; (3) provide additional awareness to sub-national units to better understand the human rights efforts made by the Royal Government; and (4) promote the participation of sub-national entities in the implementation of the concluding observations (recommendations) of the national report on the International Covenant on Civil and Political Rights.
He emphasised that Cambodia has ratified 8 out of the 9 international covenants, conventions, and their provisions have been incorporated into the national Constitution of Cambodia, which means that following Cambodia’s accession to these international covenants, conventions, the country is obliged to submit a national human rights report to the United Nations; preparing this report is also an essential responsibility of the CHRC.
He also mentioned that under the wise and skillful leadership of Samdech Akka Moha Sena Padei Techo Hun Sen, former Prime Minister, and Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, […]. In fact, as we have been seeing, there is no respect for basic human rights and freedoms in the face of war, even the right to life, which is the most basic right, is not guaranteed. Therefore, participating in preserving and protecting peace is our collective duty to ensure the opportunity to enjoy and exercise fundamental freedoms and the progress of the Cambodian people. Moreover, Samdech Borvor Thipadei takes human resources as an important factor in the national development.
During the workshop, he stated that Cambodians should take great pride in fact that Cambodia does not have the death penalty, unlike other countries; he stressed that abolishing the death penalty is a crucial obligation aligned with international human rights law.
He also mentioned that Cambodia does not practice discrimination against LGBT individuals, recognising that homosexuality is an innate characteristic from birth. As a result, they should not face prejudice from society but instead be supported and safeguarded just like any other citizens. In addition, the CHRC always makes this important contribution, participating in protecting the LGBT rights, so that their rights are guaranteed and recognised by the surrounding community. In particular, as regards freedom of religion, Cambodian citizens throughout the country have the full right and freedom to respect it.
He praised the wise leadership of HE Pen Kosal, Governor of Tbong Khmum province, who has created an atmosphere of solidarity and internal unity among the officials under the entire provincial administration.
He also emphasised that Cambodia is dedicated to enhancing close collaboration through constructive dialogue with all UN human rights bodies and relevant stakeholders to further advance the promotion and protection of human rights.
