Oddar Meanchey: A workshop to disseminate the national report on the implementation of the International Convention on the Elimination of All Forms of Racial Discrimination (ICERD) was organised by the Cambodian Human Rights Committee (CHRC) in collaboration with the Oddar Meanchey Provincial Administration, on the morning of Thursday, 27 March 2025, at the Oddar Meanchey provincial hall.

The workshop was chaired by HE Keo Remy, Senior Minister in charge of special missions, CHRC President, with the participation of HE Hor Chinvirakyuth, Provincial Deputy Governor, representing HE Provincial Governor, provincial and district dignitaries, provincial departments, provincial school administration, judges, representatives of prosecutors, military police, police, prison representatives, especially spokespersons from each unit of Oddar Meanchey provincial administration and civil society organisations, totaling over 300 people.

Speaking on the occasion, HE Keo Remy, Senior Minister, expressed his appreciation for the progress in infrastructure development across Oddar Meanchey province, highlighting [its positive impact] on the tourism and economic sectors. He added that the recent visit by Samdech Kittipritt Bandit Bun Rany Hun Sen and First Lady Bandit Pich Chanmony Hun Manet to the province serves as a moral boost for local residents and border troops, emphasising its strategic importance for enhancing the potential of border provinces.

The Royal Government of Cambodia always respects and protects human rights without discrimination since the leadership of Samdech Techo, former Prime Minister, and under the leadership of Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia. For example, allowing the Westerdam cruise ship to dock at Sihanoukville Port during the COVID-19 pandemic, during which many countries discriminated against, preventing it from docking, is a clear reflection and highlight of the attention paid to respecting, valuing, and promoting fundamental rights in Cambodia, especially the right to life. At the same time, the government has launched a programme to provide land to those who do not have any, and has paid attention to human rights, especially the right to housing and the right to a decent life, etc.

HE Keo Remy, Senior Minister, said that this workshop is being held with the aim of disseminating the national report on the implementation of international human rights conventions, along with presenting the mechanisms, measures, and major achievements of the Royal Government in protecting and promoting human rights in Cambodia, especially within the framework of eliminating all forms of racial discrimination in Cambodia. This outreach workshop also demonstrates the regular implementation of the Royal Government’s international obligations as a member state of the United Nations and will enable sub-national units to better understand the Royal Government’s human rights efforts as a basis for responding to certain groups that have raised falsehoods about human rights violations in Cambodia, leading to public confusion about the leadership of the government, promoting the participation of sub-national entities in the implementation of the concluding observations of the ICERD national report.

He strongly hopes that all participants will engage fully throughout the workshop to acquire insights into the Royal Government’s efforts to promote and protect human rights in Cambodia.
